MALAYSIAN CRIME PREVENTION FOUNDATION LAUNCHES VIDEO CONTEST TO HELP CURB CRIME

The Malaysian Crime Prevention Foundation (MCPF) has launched Cegah, a video contest to gather tips from the public on reducing crime.

The increasing number of smartphones and digital devices has made it easy for every individual to become an amateur film maker and to share his or her ideas on how to reduce crime and make the country a safer one for everyone.

MCPF believes that by involving the rakyat in its effort to curb crime, it will be able to gather a more comprehensive list of tips and at the same time, increase awareness of the importance of crime prevention. Cegah will also serve to highlight that the public too has a crucial role to play when it comes to preventing crimes from happening.

The Foundation is specially seeking to involve youths in its efforts due to their comfort with technology and their inherent creativity.

The contest has a dedicated website www.cegah.my and taking part is easy. Participants just need to shoot their tips on video and upload it. Participants are required to share the video on Facebook 50 times to qualify for the contest. This ensures that the videos with the tips become viral.

Attractive prizes worth a total of RM100,000 are to be won.

The 1st prize is RM 50,000 of RM25,000 cash and camera equipment worth RM 25,000; the 2nd prize is worth RM 20,000 with cash of RM10,000 and camera equipment worth RM10,000; while the 3rd prize is worth RM 10,000 of RM5,000 cash and camera equipment worth RM5,000.

There are also 20 consolation prizes, each with camera equipment worth RM1,000.

The contest starts from 29th March 2015 and ends on 29th May 2015. Winners will be announced in June 2015.

The panel of judges comprises individuals from the industry and members of MCPF, namely Datuk Kamarudin, Vice President of MCPF; Prof. Dr. Sundramoorthy from Universiti Science Malaysia Penang; Zeffri Yusof, Head of Communications with Google Malaysia; Marini Ramlan, Head of Innovations with Media Prima; and Dato Wei Chuan Beng, MD of REDtone International Bhd.

Video entries will be evaluated for relevancy, creativity and quality of execution.

This contest is supported by Social Care Foundation and Intan TV, a mobile television offering.

Media partners supporting the Cegah contest are Veedo, a video contest website and Moving Walls, a digital signage provider. Other media partners are being sought for this project.

The first corporate sponsor to sign up for the contest is REDtone. Other corporate sponsors for this project is being sought to help make the Cegah initiative and the crime prevention video tips popular across the entire country.

Terms And Conditions

A. Closing Dates

1.

CEGAH – Crime Prevention is organized by Malaysia Crime Prevention Foundation.

2.

CEGAH – Crime Prevention starts from 29th March 2015 and the 29th May 2015 for submission is by end date. Entries received after 11:59PM of 29th May 2015 or are damaged, corrupted, incomplete or illegible will not be accepted and will be disqualified.

3.

The Organiser may at its sole and absolute discretion extend the contest period at any time without any prior notice to any party whatsoever. Unless otherwise varied to the contrary by the Organiser, any participation in the Contest during the extended period (if any) shall be governed by the Terms and Conditions set out herein which shall remain in full force and effect at all times.

4.

The Organiser reserves the right to modify the contest mechanisms, withdraw or terminate this Contest at any time at its sole and absolute discretion without prior notices to any person.

B. Submission Requirements

 Participants are allowed to submit more than one (1) entry. To Participate, participants must comply with each of the following:-

Each entry must be within 180 seconds

7.

Participant must provide their Full Name, NRIC Number or passport number, unique Facebook hashtag starting from #CegahAgent, contact number, E-mail address, team members, name, organisation or university name,video title, and video description.

8.

Each submission will be tied to one participant. In the event that a group works together on a submission, the submission will be entered under the name of a primary participant. However, the complete details of group members must be provided.

9.

Entries MUST contain tips on crime prevention.

10.

All entries must be the participants’ original works and no part or component thereof is copied from any other work or material.

11.

The dialogue may be in any languages spoken in Malaysia.

12.

By submitting a video entry to the Contest, participants confirm that they are the legal and/or beneficial owner or otherwise have the intellectual property rights to submit such materials; and therefore warrant that they have obtained rights in incorporating copyrighted materials i.e. music, soundtrack, audio, graphics, images and video clips in their video entry. Each entry and any part thereof shall not at any time infringe or violate any laws or the rights of third party.

13.

Entries must not have been submitted to any other contests/competition/film festival before.

14.

Entries must not contain or reference any names, products or services of any company or entity or any third party trademarks, logos, trade dress or promotion of any brand, product or services (other than the Organiser’s).

15.

Entries that are lewd, obscene, sexually explicit, pornographic, disparaging, defamatory, libellous, illegal, offensive, or otherwise contain inappropriate content or objectionable material should not be submitted and the Organiser reserves the right to remove or demand the participant to remove such entry at any time in the Organiser’s sole discretion.

16.

By submitting the entries, the producers and owners of the entries are to grant the Organiser exclusive rights of the copyright to use the entries or material submitted for library, promotional, or commercial use globally.

17.

All costs and expenses in connection with the production of the entry and the participation of this contest shall be fully borne by the participants.

18.

Before uploading your entry you will be required to agree specifically that:

i.

you have read, or have had these Competition Terms and Conditions read to you by a responsible adult, and you are in agreement with these Terms and Conditions.

ii.

you personally created, wrote and produced your entry and you have received permission for the use of the image/likeness of any and all identifiable persons appearing in your entry.

iii.

uploading your video to another website e.g. YouTube, Facebook, Twitter or any other website will void your entry unless you have express permission from Malaysia Crime Prevention Foundation to do so.

iv.

you are solely a contestant in the Competition, and are acting voluntarily, using your own time and resources to create your entry for the Competition.

C. Format of video Submission

19.

Every entry video should consist of the following:-

i.

Duration Length: upto 180 seconds

ii.

Video Format: MPEG4

iii.

Video Resolution: 720p x 576p

iv.

Video quality must be clear on full computer screen

v.

Audio quality must be clear – on site audio feed or narration is allowed.

D. How to Submit

20.

All complete entries MUST be submitted by 11:59 PM on 29th May 2015.

21.

All submission must comply with the submission requirements and format video in accordance with sections E of these Terms & Conditions.

E. Judging Criteria

22.

Entries will be judged equally based on (A) Creativity; (B) Execution; and (C) Appropriateness to the theme of ‘Crime Prevention Tips’. Judges’ decision is final, conclusive and binding. No further appeal, enquiry and/or correspondence will be entertained.

23.

Prizes for most shared and most viewed are based on the number of shared and number of viewed from www.cegah.my. External shared and viewed from other media like Facebook will not be counted.

F. Prizes

24.

The prize winners will receive the following:

i.

First prize – RM25,000 cash + camera equipment worth up to RM25,000

ii.

Second prize – RM10,000 cash + camera equipment worth up to RM10,000

iii.

Third prize – RM5,000 cash + camera equipment worth up to RM5,000

iv.

20 consolation prizes – Prizes worth RM1,000 each

25.

The Organiser reserves the right at its absolute discretion to substitute any of the prizes with alternative prizes of similar value, at any time without prior notice. All prizes are given on an “As is” basis and are not exchangeable or sold for cash, credit, other items or voucher in part or in full and are non-transferable to any other person.

G. Eligible Winner

26.

The eligibility to win the Contest is on the condition that participants fully comply with the Terms and Conditions as stated herein.

27.

Incomplete entries and/or the failure to fulfil all or any of the Terms and Conditions will automatically disqualify the participants from the  Contest without prior notice.

28.

The top 3 with 20 consolations as determined by the judges in their sole discretion will be judged for its ranking of the prizes. The judges’ decision is final, conclusive and binding.

29.

Participants may submit more than one (1) entry but only one (1) prize will be given for each of the top 23 winners.

30.

Participants must ensure that their video is shared as “public” with unique #identifier -for a minimum of 50 shares from Cegah website on the social networking website Facebook

H. Announcement of Winner

31.

The winners of the Contest will be notified via email no later than 20th June 2015 or such other date as decided by the Organiser at its absolute discretion, to present in person at the Prize Presentation venue to collect their prize. However, the Organiser reserves the right to change the venue and/or timing of Prize Presentation at its sole discretion without prior notification.

32.

In the event that a submission created by a group (and submitted by a Primary Entrant) is declared the winner in accordance with these Terms and Conditions, the prize will be awarded to the primary participant and it will be the responsibility of the primary participant to distribute the prize.

33.

The winners are fully responsible for any injuries, damages or claims as a result of or arising from their participation in the Contest, usage of their prize and/or collection of their prize. All transportation, accommodation, personal cost and/or any other costs and/or any other related expenses that are incurred to participate in this Contest and/or to redeem the prize are the sole responsibility of the participants and winners.

I. Disqualification

34.

By participating in the Competition, each entrant agrees to be bound by the official contest rules and the decisions of the judges. Persons who violate any rule, gain unfair advantage in participating in the contest, or obtain winner status using fraudulent means may be disqualified. Unsportsmanlike, disruptive, annoying, harassing or threatening behavior is prohibited. These rules and resolve any disputes, conflicting claims, or ambiguities concerning the rules or the contest, and its decisions concerning such disputes shall be final. If the conduct or outcome of the contest is affected by human error, mechanical malfunctions or failures of any kind, intentional interference, or any event beyond SSCS’s control, SSCS reserves the right to terminate the Competition or make such other decisions regarding the outcome as it deems appropriate. SSCS may waive any of these rules in its sole discretion.

J. General Terms

35.

The Organiser will not be responsible or liable for any loss in connection with the Contest, including, but not limited to the following:

i.

Any problem, loss or damage of whatsoever nature suffered by any party due to any delay and/or failure in receiving and sending the entry as a result of any network, communication or system error, interruption and/or failure experience by the participating internet line and/or resulting from participation or the downloading of any materials in the Contest. In the event of such error, interruption and or failure, the Organiser will not be responsible or liable for any failure by any participant to participate in the Contest at any time.

ii.

Any problems, expenses, damages, losses, suits and claims of whatsoever nature against any participants that may arise from or in connection with their participation in the Contest and/or display of participants’ entries.

iii.

Any error (including error in notification of Contest winners), omission,  interruption, deletion, defect, delay in operation or transmission, internet line failure, theft, destruction of, or unauthorized access to entries, PC hang whether or not arising during operation or transmission as a result of server functions, virus, bugs or other causes outside its control.

36.

By entering the Contest, participants shall agree to appear in internet, videos, photographs, write-ups which may be used in advertising (any form of media) or other materials by the Organiser. Participants shall not be entitled to any payment for such use, or for any re-use; and acknowledge that all copyright, including the right to reproduce likeness or image shall belong to the Organiser absolutely; and to release and discharge the Organiser from any claims in relation to the Organiser’s use of likeness or image.

37.

The Organiser reserves the absolute right to disqualify any individual that it determines to be tampering with the entry process or the operation of the contest, to be acting in breach or potential breach of this Contest’s Terms and Conditions.

38.

The Organiser reserves the right to cancel, modify suspend or delay the Contest in the event of unforeseen circumstances beyond its reasonable control.

39.

By participating in this Contest, all participants hereby warrant that all statements personal details given are true, correct, accurate and complete and that they have read and understood all the Terms and Conditions of this Contest and agree to be unconditionally bound by it.

40.

By participating in this Contest, all participants agree to defend, indemnify and hold the Organiser harmless from and against any suits, claims, losses, damages and expenses, including reasonable legal fees that may be arise from or in connection with the Contest.

41.

The Organiser reserves the right to change, amend, delete or add to any of these Terms and Conditions without prior notice and the  participants will be bound to such changes.

42.

Any Terms and Conditions applicable to this Contest which is illegal, prohibited or unenforceable under any law or regulation shall be ineffective to the extent of such illegality, voidness, prohibition or unenforceability without invalidating the remaining provisions.

43.

These Terms and Conditions are governed by and construed under the laws of Malaysia.
